SEPTEMBER 2009 CONSTRUCTION AT $940.3 BILLION ANNUAL RATE
The U.S. Census Bureau of the Department of Commerce announced today that construction spending during September 2009 was estimated at a seasonally adjusted annual rate of $940.3 billion, 0.8 percent (±1.8%)* above the revised August estimate of $933.0 billion. The September figure is 13.0 percent (±1.9%) below the September 2008 estimate of $1,081.2 billion. During the first 9 months of this year, construction spending amounted to $715.2 billion, 12.1 percent (±1.3%) below the
$813.3 billion for the same period in 2008.
PRIVATE CONSTRUCTION
Spending on private construction was at a seasonally adjusted annual rate of $613.9 billion, 0.5 percent (±1.1%)* above the revised August estimate of $610.9 billion. Residential construction was at a seasonally adjusted annual rate of $256.0
billion in September, 3.9 percent (±1.3%) above the revised August estimate of $246.4 billion. Nonresidential construction was at a seasonally adjusted annual rate of $357.9 billion in September, 1.8 percent (±1.1%) below the revised August stimate of $364.5 billion.
PUBLIC CONSTRUCTION
In September, the estimated seasonally adjusted annual rate of public construction spending was $326.4 billion, 1.3 percent (±2.9%)* above the revised August estimate of $322.1 billion. Educational construction was at a seasonally adjusted annual rate of $88.7 billion, 0.1 percent (±3.4%)* below the revised August estimate of $88.8 billion. Highway construction was at a seasonally adjusted annual rate of $85.5 billion, 1.0 percent (±7.8%)* above the revised August estimate of $84.6 billion. October 2009 data will be released on December 1, 2009 at 10:00 A.M. EST.

(Tempe, Arizona) — Economic activity in the manufacturing sector expanded in October for the third consecutive month, and the overall economy grew for the sixth consecutive month, say the nation's supply executives in the latest Manufacturing ISM Report On Business®.
The report was issued today by Norbert J. Ore, CPSM, C.P.M., chair of the Institute for Supply Management™ Manufacturing Business Survey Committee. "The manufacturing sector grew for the third consecutive month in October, and the rate of growth is the highest since April 2006 when the PMI registered 56 percent. The jump in the index was driven by production and employment, with both registering significant gains. Production appears to be benefiting from the continuing strength in new orders, while the improvement in employment is due to some callbacks and opportunities for temporary workers. Overall, it appears that inventories are balanced and that manufacturing is in a sustainable recovery mode."
PERFORMANCE BY INDUSTRY
In October, 13 of the 18 manufacturing industries reported growth. The industries — listed in order — are: Petroleum & Coal Products; Apparel, Leather & Allied Products; Furniture & Related Products; Chemical Products; Computer & Electronic Products; Transportation Equipment; Plastics & Rubber Products; Machinery; Food, Beverage & Tobacco Products; Printing & Related Support Activities; Fabricated Metal Products; Electrical Equipment, Appliances & Components; and Paper Products. The three industries reporting contraction in October are: Nonmetallic Mineral Products; Primary Metals; and Wood Products.

WASHINGTON (MarketWatch) -- Manufacturing activity improved for the third straight month in the Chicago region in August. The Chicago purchasing managers index rose to 50% in August from 43.4 in July, according to a survey of corporate purchasing managers released Monday. This is just on the threshold of growth and the highest reading since last summer. Readings over 50% indicate overall business expansion. The Chicago PMI is considered a leading indicator to the national Institute for Supply Management manufacturers' survey to be released on Tuesday. The median forecast for ISM manufacturing composite is for an increase to 50.5 from a July reading of 48.9. The ISM index has not been above 50 since January 2008 at the beginning of the recession.

EMPLOYMENT COST INDEX - SEPTEMBER 2009
Compensation costs for civilian workers increased 0.4 percent, seasonally adjusted, for the 3-month period ending September 2009, the U.S. Bureau of Labor Statistics reported today. Both components of compensation--wages and salaries (which make up about 70 percent of compensation) and benefits (which make up the remaining 30 percent of compensation)--increased the same amount, 0.4 percent.
Civilian Worker Data
Compensation costs for civilian workers increased 1.5 percent for the 12-month period ending September 2009. This was smaller than the 2.9 percent increase for the 12-month period ending in September 2008. Wages and salaries increased 1.5 percent for the current 12-month period, slowing from a 3.1 percent increase for the 2-month period ending in September 2008. Benefit costs rose 1.6 percent, down from a 2.6 percent increase for the 12-month period ending September 2008.
Private Industry Worker Data
Compensation costs, wages and salaries, and benefit costs decelerated for private industry workers for the 12-month period ending September 2009, registering the smallest increases since each series began, but the differences were not statistically different from last quarter. Compensation costs increased 1.2 percent, the smallest percent change published since the series began in 1980. The wage and salary series, which began in 1975, increased 1.4 percent for the current
12-month period. The cost of benefits, which have been measured since 1980, increased 1.1 percent for the 12-month period ending September 2009. Employer costs for health benefits increased 4.7 percent for the 12-month period ending September 2009. In September 2008, the 12-month percent change was 3.9 percent.
Among occupational groups, compensation cost increases for private industry workers for the 12-month period ending September 2009 ranged from 0.8 percent for sales and office workers to 2.1 percent for service occupations.
Among industries, compensation cost increases for private industry workers for the current 12-month period ranged from 0.7 percent for information to 2.1 percent for education and health services.
The Employment Cost Index for December 2009 is scheduled to be released on Friday, January 29, 2010, at 8:30 a.m. (EST).

PERSONAL INCOME AND OUTLAYS: SEPTEMBER 2009
Personal income decreased $0.1 billion, or less than 0.1 percent, and disposable personal income (DPI) decreased $0.2 billion, or less than 0.1 percent, in September, according to the Bureau of Economic Analysis. Personal consumption expenditures (PCE) decreased $47.2 billion, or 0.5 percent. In August, personal income increased $17.4 billion, or 0.1 percent, DPI increased $14.1 billion, or
0.1 percent, and PCE increased $139.8 billion, or 1.4 percent, based on revised estimates.
Real disposable income decreased 0.1 percent in September, compared with a decrease of 0.2 percent in August. Real PCE decreased 0.6 percent, in contrast to an increase of 1.0 percent.

UNEMPLOYMENT INSURANCE WEEKLY CLAIMS REPORT
SEASONALLY ADJUSTED DATA
In the week ending Oct. 24, the advance figure for seasonally adjusted initial claims was 530,000, a decrease of 1,000 from the previous week's unrevised figure of 531,000. The 4-week moving average was 526,250, a decrease of 6,000 from the previous week's unrevised average of 532,250.
The advance seasonally adjusted insured unemployment rate was 4.4 percent for the week ending Oct. 17, a decrease of 0.1 percentage point from the prior week's unrevised rate of 4.5 percent.
The advance number for seasonally adjusted insured unemployment during the week ending Oct. 17 was 5,797,000, a decrease of 148,000 from the preceding week's revised level of 5,945,000. The 4-week moving average was 5,960,750, a decrease of 78,750 from the preceding week's revised average of 6,039,500.
UNADJUSTED DATA
The advance number of actual initial claims under state programs, unadjusted, totaled 492,456 in the week ending Oct. 24, an increase of 32,026 from the previous week. There were 449,389 initial claims in the comparable week in 2008.
The advance unadjusted insured unemployment rate was 3.8 percent during the week ending Oct. 17, an increase of 0.1 percentage point from the prior week. The advance unadjusted number for persons claiming UI benefits in state programs totaled 4,968,019, an increase of 51,445 from the preceding week. A year earlier, the rate was 2.4 percent and the volume was 3,233,118.
Extended benefits were available in Alabama, Alaska, Arizona, California, Colorado, Connecticut, Delaware, the District of Columbia, Florida, Georgia, Idaho, Illinois, Indiana, Kansas, Kentucky, Maine, Massachusetts, Michigan, Minnesota, Missouri, Nevada, New Hampshire, New Jersey, New Mexico, New York, North Carolina, Ohio, Oregon, Pennsylvania, Puerto Rico, Rhode Island, South Carolina, Tennessee, Texas, Vermont, Virginia, Washington, West Virginia, and Wisconsin during the week ending Oct. 10.
Initial claims for UI benefits by former Federal civilian employees totaled 1,895 in the week ending Oct. 17, a decrease of 337 from the prior week. There were 2,417 initial claims by newly discharged veterans, a decrease of 231 from the preceding week.
There were 21,217 former Federal civilian employees claiming UI benefits for the week ending Oct. 10, an increase of 1,096 from the previous week. Newly discharged veterans claiming benefits totaled 33,081, an increase of 2,343 from the prior week.
States reported 3,368,909 persons claiming EUC (Emergency Unemployment Compensation) benefits for the week ending Oct. 10, a decrease of 21,713 from the prior week. There were 1,050,369 claimants in the comparable week in 2008. EUC weekly claims include both first and second tier activity.
The highest insured unemployment rates in the week ending Oct. 10 were in Puerto Rico (6.3 percent), Nevada (5.3), Oregon (5.3), Pennsylvania (5.0), Wisconsin (4.8), Arkansas (4.6), California (4.6), Michigan (4.6), North Carolina (4.5), and South Carolina (4.5).
The largest increases in initial claims for the week ending Oct. 17 were in California (+5,774), Puerto Rico (+685), Minnesota (+614), Nevada (+366), and Nebraska (+239), while the largest decreases were in Wisconsin (-5,681), New York (-4,711), Pennsylvania (-4,033), Illinois (-3,870), and Oregon
(-2,706).

GROSS DOMESTIC PRODUCT: THIRD QUARTER 2009 (ADVANCE ESTIMATE)
Real gross domestic product -- the output of goods and services produced by labor and property located in the United States -- increased at an annual rate of 3.5 percent in the third quarter of 2009, (that is, from the second quarter to the third quarter), according to the "advance" estimate released by the Bureau of Economic Analysis. In the second quarter, real GDP decreased 0.7 percent.
The Bureau emphasized that the third-quarter advance estimate released today is based on source data that are incomplete or subject to further revision by the source agency (see the box on page 5). The "second" estimate for the third quarter, based on more complete data, will be released on November 24, 2009.
The increase in real GDP in the third quarter primarily reflected positive contributions from personal consumption expenditures (PCE), exports, private inventory investment, federal government spending, and residential fixed investment. Imports, which are a subtraction in the calculation of GDP,
increased.
The upturn in real GDP in the third quarter primarily reflected upturns in PCE, in private inventory investment, in exports, and in residential fixed investment and a smaller decrease in nonresidential fixed investment that were partly offset by an upturn in imports, a downturn in state and local government spending, and a deceleration in federal government spending.
Motor vehicle output added 1.66 percentage points to the third-quarter change in real GDP after adding 0.19 percentage point to the second-quarter change. Final sales of computers subtracted 0.11 percentage point from the third-quarter change in real GDP after subtracting 0.04 percentage point from
the second-quarter change.

The price index for gross domestic purchases, which measures prices paid by U.S. residents, increased 1.6 percent in the third quarter, compared with an increase of 0.5 percent in the second. Excluding food and energy prices, the price index for gross domestic purchases increased 0.5 percent in the third quarter, compared with an increase of 0.8 percent in the second.
Real personal consumption expenditures increased 3.4 percent in the third quarter, in contrast to a decrease of 0.9 percent in the second. Durable goods increased 22.3 percent, in contrast to a decrease of 5.6 percent. The third-quarter increase largely reflected motor vehicle purchases under the Consumer Assistance to Recycle and Save Act of 2009 (popularly called, “Cash for Clunkers” Program).
Nondurable goods increased 2.0 percent in the third quarter, in contrast to a decrease of 1.9 percent in the second. Services increased 1.2 percent, compared with an increase of 0.2 percent.
Real nonresidential fixed investment decreased 2.5 percent in the third quarter, compared with a decrease of 9.6 percent in the second. Nonresidential structures decreased 9.0 percent, compared with a decrease of 17.3 percent. Equipment and software increased 1.1 percent, in contrast to a decrease of 4.9 percent. Real residential fixed investment increased 23.4 percent, in contrast to a decrease of 23.3 percent.
Real exports of goods and services increased 14.7 percent in the third quarter, in contrast to a decrease of 4.1 percent in the second. Real imports of goods and services increased 16.4 percent, in contrast to a decrease of 14.7 percent.
Real federal government consumption expenditures and gross investment increased 7.9 percent in the third quarter, compared with an increase of 11.4 percent in the second. National defense increased 8.4 percent, compared with an increase of 14.0 percent. Nondefense increased 6.8 percent, compared with an increase of 6.1 percent. Real state and local government consumption expenditures and gross
investment decreased 1.1 percent, in contrast to an increase of 3.9 percent.
The change in real private inventories added 0.94 percentage point to the third-quarter change in real GDP after subtracting 1.42 percentage points from the second-quarter change. Private businesses decreased inventories $130.8 billion in the third quarter, following decreases of $160.2 billion in the second quarter and $113.9 billion in the first.
Real final sales of domestic product -- GDP less change in private inventories -- increased 2.5 percent in the third quarter, compared with an increase of 0.7 percent in the second.
Gross domestic purchases
Real gross domestic purchases -- purchases by U.S. residents of goods and services wherever produced -- increased 4.0 percent in the third quarter, in contrast to a decrease of 2.3 percent in the second.
Disposition of personal income
Current-dollar personal income decreased $15.5 billion (0.5 percent) in the third quarter, in contrast to an increase of $19.1 billion (0.6 percent) in the second.
Personal current taxes increased $4.8 billion in the third quarter, in contrast to a decrease of $119.1 billion in the second. The quarterly pattern of taxes reflected a much smaller decrease in federal withheld income taxes in the third quarter, based on the quarterly pattern of wages and salaries and a leveling off of the effects on withholding rates from the Making Work Pay Credit provision of the American Recovery and Reinvestment Act of 2009. Disposable personal income decreased $20.4 billion (0.7 percent) in the third quarter, in contrast to an increase of $138.2 billion (5.2 percent) in the second. Real disposable personal income decreased 3.4 percent, in contrast to an increase of 3.8 percent.
Personal outlays increased $148.2 billion (5.8 percent) in the third quarter, compared with an increase of $8.2 billion (0.3 percent) in the second. Personal saving -- disposable personal income less personal outlays -- was $364.6 billion in the third quarter, compared with $533.1 billion in the second. The personal saving rate -- saving as a percentage of disposable personal income -- was 3.3 percent in
the third quarter, compared with 4.9 percent in the second. Current-dollar GDP -- the market value of the nation's output of goods and services -- increased 4.3 percent, or $150.3 billion, in the third quarter to a level of $14,301.5 billion. In the second quarter, current-dollar GDP decreased 0.8 percent, or $26.8 billion.

NEW RESIDENTIAL SALES IN SEPTEMBER 2009
Sales of new one-family houses in September 2009 were at a seasonally adjusted annual rate of 402,000, according to estimates released jointly today by the U.S. Census Bureau and the Department of Housing and Urban Development.
This is 3.6 percent (±10.2%)* below the revised August rate of 417,000 and is 7.8 percent (±12.0%)* below the September 2008 estimate of 436,000. The median sales price of new houses sold in September 2009 was $204,800; the average sales price was $282,600. The seasonally adjusted estimate of new houses for sale at the end of September was 251,000. This represents a supply of 7.5 months at the current sales rate.
New Residential Sales data for October 2009 will be released on Wednesday, November 25, 2009, at 10:00 A.M. EST.

Advance Report on Durable Goods Manufacturers’ Shipments, Inventories and Orders
September 2009
New Orders
New orders for manufactured durable goods in September increased $1.6 billion or 1.0 percent to $165.7 billion, the U.S. Census Bureau announced today. This was the second increase in the last three months. This followed a 2.6 percent August decrease. Excluding transportation, new orders increased 0.9 percent. Excluding defense, new orders increased 0.5 percent. Machinery, up five of the last six months, had the largest increase, $1.7 billion or 7.9 percent to $23.4 billion.
Shipments
Shipments of manufactured durable goods in September, up three of the last four months, increased $1.3 billion or 0.8 percent to $172.6 billion. This followed a 1.4 percent August decrease. Transportation equipment, also up three of the last four months, had the largest increase, $2.4 billion or 5.6 percent to $44.9 billion. This was led by nondefense aircraft and parts, which increased $1.4 billion.
Unfilled Orders
Unfilled orders for manufactured durable goods in September, down twelve consecutive months, decreased $3.3 billion or 0.4 percent to $733.6 billion. This was the longest streak of consecutive monthly decreases since the series was first published on a NAICS basis in 1992 and followed a 0.4 percent August decrease. Transportation equipment, down eleven of the last twelve months, had the largest decrease, $4.8 billion or 1.1 percent to $426.3 billion.
Inventories
Inventories of manufactured durable goods in September, down nine consecutive months, decreased $3.1 billion or 1.0 percent to $305.0 billion. This followed a 1.5 percent August decrease. Transportation equipment, down two consecutive months, had the largest decrease, $2.0 billion or 2.2 percent to $89.1 billion.
Capital Goods
Nondefense new orders for capital goods in September increased $1.3 billion or 2.5 percent to $53.6 billion. Shipments increased $1.2 billion or 2.2 percent to $56.6 billion. Unfilled orders decreased $3.0 billion or 0.7 percent to $419.6 billion. Inventories decreased $2.3 billion or 1.7 percent to $132.4 billion. Defense new orders for capital goods in September increased $1.0 billion or 10.0 percent to $10.9 billion. Shipments increased $0.5 billion or 5.1 percent to $11.3 billion. Unfilled orders decreased $0.4 billion or 0.3 percent to $140.3 billion. Inventories decreased $0.4 billion or 1.8 percent to $19.8 billion.
Revised August Data
Revised seasonally adjusted August figures for all manufacturing industries were: new orders, $352.8 billion (revised from $352.9 billion); shipments, $360.0 billion (unchanged); unfilled orders, $736.8 billion (unchanged); and total inventories, $497.9 billion (revised from $498.2 billion).

Investor Confidence Index Declines from 122.8 to 118.1 in September

Boston, September 29, 2009 – State Street Global Markets, the investment research and trading arm of State Street Corporation (NYSE:STT), today released the results of the State Street Investor Confidence Index® for September 2009.
Global Investor Confidence fell by 4.7 points to 118.1 from a revised August level of 122.8. Regionally, there was some divergence in risk appetite. The confidence of North American institutional investors declined slightly by 4.6 points from 118.3 to 113.7. Elsewhere, however, the tone was more upbeat. European Investor Confidence rose from a revised 109.3 to 110.9, while Asian Investor Confidence increased from a revised 91.9 to 93.1.
Developed through State Street Global Markets’ research partnership, State Street Associates, by Harvard University professor Ken Froot and State Street Associates Director Paul O’Connell, the State Street Investor Confidence Index measures investor confidence on a quantitative basis by analyzing the actual buying and selling patterns of institutional investors. The index is based on financial theory that assigns precise meaning to changes in investor risk appetite, or the willingness of investors to allocate their portfolios to equities. The more of their portfolio that institutional investors are willing to devote to equities, the greater their risk appetite or confidence.
“After eight consecutive increases in Global Investor Confidence, which took the Index from an all-time low of 82.1 during the financial crisis to a five-year high of 122.8, institutional investors took a breather this month and consolidated their holdings of risky assets,” commented Froot. “This month's reading of 118.1 is still comfortably in the range associated with the accumulation of risk exposures, as a reading of 100 signifies neither accumulation nor decumulation. However, there is a recognition that a portion of the recent rise in global equity prices can be attributed to liquidity expansion rather than fundamental opportunities. Institutional investors are pausing to assess this balance.”
“The regional variation that we noted last month has continued into this month,” added O’Connell. “During the financial crisis and the subsequent recovery, European investor risk appetite has lagged that of North American institutions by about three months. This month, the European Confidence Index registered its sixth consecutive monthly increase, but the rate of increase has slowed. As is true of North American investors, European and Asian institutions will be weighing the prospects for long-term improvement in fundamentals against the eventual withdrawal of the ample liquidity currently being provided by policy makers.”
